Preheat oven to 350 degrees Fahrenheit.
Line muffin tins with paper liners.
In a bowl, sift both flours, baking powder, salt and cinnamon. Set aside.
In a separate bowl, cream butter and sugar until fluffy.
Add eggs one at a time, beating until well incorporated.
Beat vanilla.
Add flour mixture in three batches, alternating with two additions of milk until well combined.
Fill each cupcake liner and bake for 18-20 minutes.
Let cool completely before adding cinnamon sugar topping.
