Prepare Jello according to the package directions. Let cool for about 10 minutes.
Set 2/3 cups aside.
Fill small cups 1/4 cup full. Place in refrigerator and let them set.
Fold 2/3 cups of jello and whipped topping until it looks like a mousse. Refrigerate until ready to use.
After jello sets take a ziplock or pastry bag and fill with the mousse mixture and fill cups.
Top with some more whipped topping on top.
